Dear Brothers and Sisters,
I am grateful to all of you for your sterneous efforts because of which I have got another opportunity
to raise your voice in the Lok Sabha. In this historical elections of the Kanpur Parliamentary Constituency you crossed all
barriers and voted in favour of Congress Party. It is because of you all ,that Congress President Smt. Sonia Gandhi and Prime
Minister Shri Man Mohan Singh have assigned very important responsibility to me as a Union Minister Of
State For Home Affairs.
I want to see Kanpur as a city equipped with all the facilities of a Metropolitan City. To achieve this
it is necessary that basic infrastructure of the city which is inadequate to meet present requirement be reorganised.
In last 10-15 years, State Governments have ignored this city. Closure of Industires and increased
unemployement have been gifted to this city by these governments. The amount of Rs. 2 Crores which a parliament
member gets for his constituency is insuffecient to do some thing worth for the welfare of his area.This amount has to be
divided in 96 Wards of the city. Thus the amount of Rs. 2 Lacs-2.50 Lacs appears negligible. It is because of these problems
that Hon'ble Prime Minister Shri Man Mohan Singh Ji on my request has included Kanpur in the list of those special privileged
cities whose basic infrastructure would be fully improved from the exchequer of the Union Government. I have done required
work on all these during last one year and within short period of time you yourself would be able to see them.
(1) After a long and sustained struggle success has been achieved in bringing the city
on the Air Map.
Air Deccan has already started flight between Kanpur and Delhi and in the near future I assure
you that Indian Airlines too would start giving its services to the people of the city.
(2) The industrial set up of the city had almost finished. In an effort to restore the sick
units of the city success have been achieved in starting the Fertilizer Factory Duncan and I hope i
will also get success in restarting one of the closed cotton mills.
(3) I am confident that people of the city would have greatly benifitted by the starting of
kanpur-delhi train named ShramShakti Express. Adding milestones in this direction a new train named Durg
Express has been started between Kanpur and Chhatisgarh.Chattisgarh was not directly linked with kanpur uptill now,and
with the starting of Udyog Nagari Express between Kanpur and Mumbai , I think the
people of kanpur are now very well connected with almost all parts of the country directly.
(4) In order to overcome the heavy pressure on highway roads passing through the city some
major projects have been finalised like,One more Bridge would be constructed above the Ganga River at jajmau , Four
lane road along with overbridge from Jajmau to Ramadevi crossing , From Ramadevi crossing to Medical College crossing
including construction of Bridge over C.O.D. crossing and One more Bridge alongside Jhakarkati Crossing,all these projects can
be seen running in full stream in the coming months .Other than this work of four lane road on Hamirpur Road (From
P.S. Naubasta to Naubasta Mandi) has been started. Not only this efforts are on for construction of four lane road from Afim
Kothi Crossing at G.T. Road to Naubasta P.S. from the Central Road Fund. Also the central govt. has sanctioned a new bye-pass
on Kanpur Lucknow road which will start from Achalganj Crossing pass through Shuklaganj crossing and will then
go to Bhaunti via Kalyanpur.
(5) With a view to improve the electricity supply of the Kanpur city a sum of Rs. 165 crores
have been sanctioned by the Union Government about 8-9 months back awaiting acceptance of the state government and the money
has to be utilized for changing the worn out overhead electric lines, establishing new sub stations, repairing of damaged
transformers, restructuring of non-working substations, replacment of old electric poles etc.Money will be released as soon
as the state requests. Recently I had a discussion with the Chief Minister and sincerely hope that U.P. Government would
release acceptance letter very soon.
(6) I had a plan in my mind for the last six years to get rid of the railway crossings
which are barriers in the smooth movement of traffic of the city without constructing overbridges on Railway Crossings.
I used to think that if Old Kanpur Railway Station alongside Loco G.T. Road starts working then there will be no need for
Railway Crossings Khapra Mohal and all the five Railway Crossings from G.T. Road to Kanpur Central. I had raised this matter
several times in the Lok Sabha during my last tenure but success has been achieved this time. I hope that in next Rail Budget
proposal for restarting of Old Kanpur Railway Station would get accepted. Other than this I am also working for removing the
train line between kalyanpur and anwarganj and taking this line straight to the central via panki after widening its gauge,this
will remove all the crossings between kalyanpur and jarib chouki.
(7) I have tried and succeeded in installing 10 k.v F.M RADIO TRANSMITTER,exclusively
for kanpur. I am also trying that a studio for TV and Radio artists shall also be establish so that artists of
the city should not be dependent on any other city to prove their talents.
(8) In educational field of the city ,Class IX in Cental School situated at D.G.Q.A. Campus got started
and efforts are on for starting class X.
(9) In order to bring historically significant Bithoor on the tourist map a sum of Rs. 4.50 crores
have been got sanctioned for its beautification. I am confident that this beautification will open further doors for its development
and along with local people tourists coming from inside and outside the country would also get attached with historically
significant place.
(10) The WOODEN BRIDGE constructed during the British Period to connect Rail Bazar Meerpur Cant with
Babupurwa along Loco side was damaged and was not available for movement. I ensured that this Bridge be repaired
and for this Rs. 4.50 Lacs got sanctioned from Railway Department and now the bridge is again facilitating people to move
over this bridge.
(11) The INCOME TAX paying Muslim Community all over the country were deprived of haj subsidy
and because of this they were also not allowed to travel for haj with their other non tax paying family members.On my request
Respected Sonia ji issued necessary instructions and such provisions were taken back. Now people have started going on Haj
Pilgrimage along with their family members and are also awailing subsidy.
(12) For the last one year people of Kanpur have been subjected to various problems and difficulties
in the Mobile Service of B.S.N.L. It has been my endeavour that there must be improvement in this field. I have taken up the
matter with the Information and Broadcasting Ministery and very soon you will witness a marked improvement in the mobile services
of the BSNL, to achieve this Mobile Switching Centre with a capacity of 4 Lacs connections is about to be completed and
also 50 mobile Towers are being established across the city .Very soon not only the consumers of Kanpur but neighbouring cities
too will get rid of troubles relating to calls not materialising, bad signals etc.
(13) In order to further strengthen mutual harmony special interest were taken at the Central
Government level for organising Indo-pak Cricket match at Kanpur. I am thankful to all of you for the contribution made by
you because of which this match was successfully organised. You would be aware that U.P. Government was trying its best till
eleventh hour to organise this match at Lucknow.
Besides above I have tried my best to get as much work done as possible from my own M.P. Fund and
other departments such as KDA, Nagar Nigam, Jal Nigam, PWD etc. I have given an account of the work done during the
period 13.5.2004 to 13.5.2005 for your information, perusal and understanding.
